A47 Jay Lane to Rackham's Corner Roundabout Formal Statutory Process

Overview

We are conducting this formal statutory process on National Highways' proposal to close the gaps in the A47 central median between Jay Lane and Rackham’s Corner Roundabout. We propose to close the gaps to improve safety along this length of road.

In total, we propose to close five gaps within the central median. From north to south, these are located at Jay Lane, a private access to Boynton Farmhouse, a private access near Midway Nurseries, at Market Lane and Stirrups Lane. We have circled them on the map below:

There have been many personal injury collisions at these gaps. Between the 1st January 2015 and 31st December 2019, across the scheme a total of 46 collisions and casualties were reported and 4% were classified as fatal, 11% were classified as serious and 85% were classified as slight.

In September 2022, a survey was conducted over a two-week period to determine the number and type of vehicles using the existing median gaps, along with pedestrian counts at three locations, to determine the volumes of traffic and type of vehicles using the gaps, along with the number of pedestrians using the gaps to cross the A47.

In summary, there are two gaps with minimal traffic usage (below 2 vehicles in an average peak hour) which should cause ‘low’ traffic displacement to the remainder of the route and closing these gaps is unlikely to have a substantial impact on the road network. These are Gap 2 (Boynton Farmhouse access) and Gap 3 (Midway Nurseries access).

One of the proposed closure locations has larger numbers of vehicles to be displaced, with between 2 and 20 and vehicles in an average peak hour to re-route, being Gap 5 – Stirrups Lane.

Most of the displaced traffic will suffer an estimated 6-minute increase in journey time during an average peak hour, but as the flow is expected to be split between roundabouts it is unlikely that the queues will see a substantial impact.

Gap 1 (Jay Lane) and Gap 4 (Market Lane) have a larger amount of traffic to be displaced (over 20 vehicles in an average peak hour). Most of this displaced traffic will suffer an estimated 5-minute increase in journey time during an average peak hour. Across these two junctions there was one fatal, one serious and one slight collision specifically involving the central reservation and closing these gaps would help avoid any future collisions.

As part of the formal process we have issued a Permanent Traffic Regulation Order (PTRO). The documents associated with this order can be found below:
