Thank you to everyone who shared their views. Our project team have reviewed all the feedback and compiled this report summarising the responses and details of how the consultation took place.

A new Statutory Instrument is required to amend the Regulations 2021, to enable Variable Mandatory Speed Limits to be implemented on three new slip roads, post a period of consultation. Which commenced on Monday 6 November 2023 and closed on Monday 4 December 2023.

The proposed changes only apply at Junction 10 of the motorway and are necessary to enable the M27 Junction 10 Improvement Scheme. This scheme will be delivered by Hampshire County Council and will support the development of Welbourne Garden Village, located near to Fareham, north of the junction.

Why your views matter

This consultation provided an opportunity to comment on the proposed amendments to the M27 Motorway, Variable Mandatory Speed Limits, the Regulations 2021.

The removal of one slip road and the addition of three new slip roads at junction 10 will be subject to the same Variable Mandatory Speed Limits currently applied to the main carriageway of the M27 motorway to help manage the flow of traffic.

The improvements to Junction 10 of the M27 motorway are required to facilitate access to 6,000 new homes planned at Welbourne Garden Village and the new Welbourne Science & Technology Park (the M27 Junction 10 improvements scheme, referred to as ‘the Scheme’).

Planning Permission for the Scheme was granted in September 2021 as part of the wider Welborne development by Fareham Borough Council (FBC) as the determining Planning Authority. The planning permission included the detailed permission for the Scheme alongside outline permission for the wider Welbourne development.
