All Lane Running upgrades: Statutory Instrument consultation (ending the use of Dynamic Hard Shoulders)

Overview

Highways England is upgrading all our older Dynamic Hard Shoulder motorways to the latest All Lane Running standard.

The upgrades are a flagship recommendation of the Government’s evidence stocktake into smart motorway safety.

To make these changes, we are updating the legal regulations that the motorway operates under. We are running a consultation on these legal changes.
