A27 Arundel Bypass Supplementary Consultation November 2022

Overview

From 11 January to 8 March 2022, National Highways held a statutory consultation on plans to improve the A27 by building a bypass around Arundel. 

We received thousands of responses to the statutory consultation and as a result of your feedback, as well as our ongoing design work, we are proposing some changes to the design of ‘the Scheme’.

We are now seeking your views on these changes in this supplementary consultation however, you only need to take part in this consultation if you have something additional to add, in light of the new information that’s being shared.

Why your views matter

We want to hear your thoughts on the suggested changes we’ve made since our last public consultation. Your feedback to this supplementary consultation will help us to continue to develop the preliminary design.

We are seeking your views on the work we have done to tackle a predicted rise in traffic along The Street in Walberton, which was shown at our earlier statutory consultation. We have reduced the number of additional car journeys along the eastern section of The Street in Walberton to an increase of 100 cars per day, compared to the increase  of 1,300 cars per day which was shown previously. This reduced number of journeys results from changes to the design presented at our Statutory Consultation.

We are providing an update on proposals for the Avisford Park Golf Club, proposals to mitigate our impacts on bats and new proposals for Crossbush Junction.

We also clarify information about the residential property that would be removed on Binsted Lane and provide additional detail on Yapton Lane.

Environmental Assessments

Our updated proposals have been designed to minimise environmental impacts whilst seeking to protect and enhance the quality of the surrounding environment through its design.

The scheme will continue to be assessed through the ongoing Environmental Impact Assessment process.  To date, our assessments have compared our original proposals presented in the statutory consultation with the new proposals presented in our Supplementary Consultation brochure and the environmental effects remain unchanged from those previously reported in January 2022.  As we move from preliminary to detailed design, environmental assessments will be refined before we submit a planning application to the Planning Inspectorate.

You can attend an in-person public consultation event where you can speak to our project team and find out more about our plans in person.  These events will take place at the times, dates and locations shown in the Table 1 below.

You can also visit one of our document deposit points to view printed versions of our consultation documents which are also listed within the Table 2 below.

We are holding indoor events at local community venues where you can view all our consultation materials and speak to the project team.

If we need to cancel or rearrange any public consultation event for any reason, we will give as much notice as possible via the Scheme’s website.

What happens next? 

This scheme is classified as a Nationally Significant Infrastructure Project (NSIP) under the Planning Act 2008. Because of its national significance, the scheme needs a Development Consent Order (DCO).

Following this consultation, we will carefully consider all comments received before submitting our DCO application. If the application is accepted by the Planning Inspectorate, there will then be an examination of the application in which the public can participate. The examination period will take a maximum of six months and The Planning Inspectorate then has three months to make a recommendation to the Secretary of State for Transport, who then has a further three months to make a final decision.
